Résumé: الملخص (بالعربية) : تعتمد سياسات التنمية على موارد البلد والتي غالباً ما تكون غير كافية؛ كما أنها تستند إلى التقدم التكنولوجي الذي تم إحرازه في البلدان المتقدمة. لقد مرت الجزائر بعدة مراحل في هذا المجال ووجدت نفسها في مواجهة العديد من الصعوبات في سياستها الاقتصادية؛ فقد حاولت تنويع دخلها وفك إقتصادها على قطاع المحروقات المتقلب، وخاصة بعد الأزمات الأخيرة التي شهدها العالم وعلى رأسها الأزمة الصحية كوفيد-19؛ ولكن إلى حد الآن ورغم الجهوذ المبذولة لا يبدو أن تدفقات الـIDE تتوافق مع طموحات الدولة المعلنة، خاصة بمقارنتها مع الإمكانات الإقتصادية المثيرة للاهتمام التي تتمتع بها الجزائر. في إطار هذا العمل أردنا مناقشة بعض المعايير التي قد تسمح للجزائر بحسن المفاضلة بين الـ IDE الواردة والتي تتماشى مع طبيعة إقتصادها. لهذا الغرض إستعملنا المنهج الوصفي التحليلي، وإستخدمنا نموذج SWOT لتحديد نقاط القوة والضعف لبيئة الإستثمار وتحديد الفرص المتاحة للبلد. توصلت الدراسة إلى أن أهم معيار وجب على السلطات الإهتمام به في عملية جذب الـ IDE هو رأس مال البشري بإعتباره أهم عنصر في حلقة نقل التكنولوجيا، والذي من شأنه أن يحدث نقلة نوعية في إقتصاديات الدول. الكلمات المفتاحية : الإستثمار الأجنبي المباشر، بيئة الإستثمار، المؤشرات النوعية، المؤشرات الكمية، كوفيد-19، التضخم، SWOT، المؤسسات الصغيرة والمتوسطة، نقل التكنولوجيا، التشغيل، مؤشر التنمية البشرية Résumé (en Français) : Les politiques de développement dépendent des ressources du pays, qui sont généralement insuffisantes. Ces politiques dépendent aussi des avancées technologiques concrétisées par les pays développés. L'Algérie est passée par plusieurs dans ce domaine et elle s'est trouvée confronter à de nombreuses difficultés en termes de politiques économiques. L’Algérie a tenté de diversifier ses revenus et de dissocier son économie du secteur volatil des hydrocarbures, surtout après la récente crise dont le monde a été témoin, la crise sanitaire du Covid-19. Jusqu'à présent, malgré les efforts fournis par l’Algérie, les flux IDE ne semblent pas à la hauteur des ambitions du pays, malgré le potentiel économique intéressant de l’Algérie. Dans le cadre de cette thèse, nous tentons de discuter certains critères de choix qui pourraient permettre à l'Algérie de bien faire l'arbitrage entre l'IDE entrants, et qui pourraient être en adéquation avec la nature de son économie. A cet effet, nous avons utilisé une approche analytique descriptive, basée principalement sur le modèle SWOT pour déterminer les forces et les faiblesses de l'environnement d’investissement et d’identifier les opportunités éventuelles d’investissement. L'étude a conclu que le critère le plus important devrait être pris en considération par les autorités publiques dans le processus d'attraction des IDE, est bien le capital humain qui constitue le noyau du transfert de technologie, qui permettra de générer un changement qualitatif dans le pays. Abstract (en Anglais) : Development policies depend on the country's resources, which are often insufficient and it is also based on the technological progress made in developed countries. Algeria has gone through several stages in this field and found itself facing many difficulties in its economic policy. The government has tried to diversify its income to face the volatility of the hydrocarbon sector, especially after the double shocks resulting from a health crisis (Covid-19) and an economic crisis at the same time. But so far, despite the efforts made, Foreign Direct Investment (FDI) flows do not appear to be in line with the stated aspirations of the state, especially when compared to the interesting economic potential possessed by the Algerian economy. Accordingly, the present work aimed to discuss some criteria that may allow Algeria to make a good comparison between the incoming FDI that is in line with the nature of its economy. For this purpose, the analytical descriptive approach has been used, in addition to the SWOT model which was employed to identify the strengths and weaknesses of the investment environment and to identify the opportunities available to the country. The study concluded that the most important criterion that the authorities should consider during the process of attracting FDI is human capital. The latter is one of the most important elements in the technology transfer loop, which would bring about a quantum leap in the economies of countries..
