الإستثمار الأجنبي في الجزائر: أداء و أعباء

Abstract

الملخص (بالعربية) : الإستثمار الأجنبي في الجزائر: أداء و أعباء حاولت هذه الدّراسة البحث عن كيفية تحسين أداء الإستثمار الأجنبي المباشر في الجزائر في ظلِّ الأعباء التي تعرقل تدفّقه بالشّكل المطلوب. من أجل ذلك، تمَّ تحليل مسار الإستثمار الأجنبي المباشر في الجزائر و أهميته في النّهوض بالإقتصاد الوطني من خلال مساهمته في تحقيق النّمو الإقتصادي و توفير مناصب شغل. مروراً بمكانة الجزائر ضمن أبرز مؤشّرات مناخ الإستثمار و من ثمّ تشخيص الأعباء التي من شأنها إعاقة المستثمر الأجنبي إعتماداً على مؤشّر سهولة أداء الأعمال. خلصت الدّراسة إلى أنَّ ضعف أداء الإستثمار الأجنبي المباشر في الجزائر يعود لعدّة أسباب أبرزها البيروقراطية، صعوبة الحصول على التمويل، ضعف تسيير العقّار و كذا عدم الإستقرار التشريعي. هذه الأعباء من شأنها تقييد نشاط المستثمر و من ثمّ الحيلولة دون سهولة إنسياب الإستثمار الأجنبي المباشر إلى الجزائر. كما توصّلت الدّراسة إلى أنّ تحسين أداءه يتطلّب مجموعة من الشّروط نذكر من بينها: - تكوين و إنتقاء المتابعين للإستثمار الأجنبي لتخفيف الإجراءات الإدارية. - إعادة تنظيم الإدارة لتمكين المستثمر الأجنبي من حلِّ مشاكله بفعالية و نجاعة و سرعة لأنّ رأس المال يحتاج إلى السّرعة. - التركيز على تحسين أخلاقيات المهنة لإجتناب عوامل الرّشوة و غيرها، و كذا تقليص الفساد المالي من خلال وضع قواعد الشّفافية و الحوكمة. الكلمات المفتاحية : إستثمار أجنبي، أداء الإستثمار، نجاعة الإستثمار، مؤشّرات مناخ الإستثمار، مؤشّر سهولة ممارسة الأعمال. ---------------------------------------------- Résumé (en Français) :

L’investissement Etranger en Algérie : Performance et Contraintes Cette étude cherche à savoir comment améliorer la performance de l’investissement direct étranger en Algérie. En conséquence, la voie de l’investissement direct étranger en Algérie et son importance dans la promotion de l’économie nationale à travers sa contribution à la croissance économique et à la création d’emplois ont d’abord été discutées. L’étude examine également la position de l’Algérie concernant les indicateurs les plus importants du climat d’investissement, puis diagnostique les contraintes qui gêneraient l’investisseur étranger, sur la base de l’indice de facilité de faire des affaires. Les résultats de cette étude ont révélé une faible performance d’investissement direct étranger en Algérie, cela est dû à plusieurs facteurs, notamment à la bureaucratie, la difficulté d’obtention d’un financement, la mauvaise gestion de l’immobilier et l’instabilité législative. L’étude a également conclu que l’amélioration de la performance de l’investissement direct étranger nécessite un ensemble de conditions, parmi lesquelles on peut citer : - La formation et la sélection d’observateurs d’investissement étranger afin de faciliter les procédures administratives. - Réorganiser l’administration pour permettre à l’investisseur étranger de résoudre ses problèmes de manière efficace, efficiente et rapide, car le capital a besoin de rapidité. - Améliorer l’éthique professionnelle pour éviter la corruption et d’autres facteurs, et réduire la corruption financière en fixant des règles de transparence et de gouvernance. Abstract (en Anglais) : Foreign Investment in Algeria: Performance and Burdens This study seeks to find out how to improve the performance of Foreign Direct Investment in Algeria. Accordingly, the path of Foreign Direct Investment in Algeria and its importance in promoting the national economy through its contribution to economic growth and job provision were first discussed. The study looks also at Algeria’s position regarding the most prominent indicators of the investment climate, and then diagnoses the burdens that would hinder the Foreign Investor, based on the indicator of ease of doing business. The study concluded that the weak performance of Foreign Direct Investment in Algeria is the result of several reasons; most notably, bureaucracy, difficulty of financing, the real estate problem and the legislative instability. These burdens would restrict the investor’s activity and thus prevent the easy flow of Foreign Direct Investment in Algeria. The study also found that improving the performance of Foreign Direct Investment in Algeria requires a set of measures, including : - Training and selection of observers of Foreign Investment to ease administrative procedures. - Reorganizing the administration to enable the Foreign Investor to solve his problems effectively, efficiently and quickly, because the capital needs quickness. - Focusing on the improvement professional ethics to avoid bribery and other factors, in addition to reducing financial corruption by setting rules of transparency and governance.
