السلطة الاستعمارية في الجزائر ومسائل التخوم الحدودية مع الايالة التونسية (1830_1881)

Abstract

الملخص (بالعربية) :

تُعتبر دراسة مسائل التخوم والنزاعات الحدودية بين الدول من أبرز القضايا الجديرة باهتمام الباحثين في التاريخ الحديث والمعاصر، وذلك بالنظر للمتغيرات الجغرافية السياسية التي طرأت على الساحة الدولية بداية من القرن التاسع عشر. يتمحور موضوع هذه الدراسة حول مسائل التخوم الحدودية مع الإيالة التونسية منذ خضوع الجزائر للهيمنة الإستعمارية سنة 1830، وإلى غاية وقوع تونس تحت الحماية الفرنسية سنة 1881م. فقد تناولنا في هذه الدراسة كيفية تعامل السلطات الإستعمارية الفرنسية بعد إحتلالها الجزائر مع قضايا ومسائل متشابكة تعود جذورها إلى فترة التواجد العثماني بكل من الجزائر وتونس، وكيفية الفصل فيها، موظفين مصطلحات محورية في ثنايا هذه الدراسة كمسألة الحدود والتخوم، المجال،الإغارات و الهجرة ...إلخ. كان على السلطة الإستعمارية في الجزائر بعد إحتلال المدن الساحلية الجزائرية التفرغ للعديد من المسائل التخومية، كمسألة الترسيم النهائي للحدود، مسألة الإغارات المتبادلة بين قبائل البلدين، ومسألة الهجرة سيما الهجرة من الجزائر نحو تونس. اعتمدنا للإجابة على إشكالية هذه الدراسة على مجموعة من المصادر بالأخص الوثائق الأرشيفية من الأرشيفات الثلاثة (الأرشيف الوطني الجزائري، الأرشيف الوطني التونسي، وأرشيف ما وراء البحار باكس او بروفانس بمرسيليا جنوب فرنسا، بالإضافة إلى مصادر ومراجع متخصصة .

Autorité coloniale en Algérie et la question des frontières avec la régence de Tunis(1830_1881) L’étude de la question des frontières et des conflits frontaliers entre les pays est parmi les plus importantes des affaires dignes de sollicitude des chercheurs en histoire contemporaine compte tenu des changements géopolitiques intervenus sur la scène internationale à partir du 19ème siècle. Le sujet de la présente étude est centré sur la question des frontières avec la régence de Tunis depuis la soumission de l’Algérie à la domination coloniale en 1830, et jusqu’au protectorat français sur la Tunisie en 1881. Nous avons étudié la façon dont les autorités françaises, après l’occupation de l’Algérie, ont traité les problèmes et les questions imbriqués qui remontent à la période de la présence Ottomane en Algérie et en Tunisie et la façon de les régler. Nous avons utilisé des concepts clés dans cette étude tels que la question de frontière, domaine, raids/razzia, migration, etc. Après avoir occupé les villes côtières algériennes, l’autorité coloniales devrait se consacrer aux nombreuses question de frontières telles que la délimitation finale des frontières, la questions des raids mutuels entres les tribus des deux pays, et la question de migration notamment celle d’Algérie vers la Tunisie. Pour répondre à la problématique de la présente étude, nous nous sommes appuyés sur un ensemble de sources notamment les documents d’archives des trois archives ( Archives nationales algériennes, archives nationales tunisiennes, et les archives d’Outre-mer d’Aix-en-Provence Marseille ainsi que des sources et références spécialisées.

Abstract (en Anglais) :

The Colonial Authority in Algeria and the Border Issues with the Tunisian Regency(1830-1881 Due to the international geopolitical changes that occurred in beginning of the nineteenth century, the study of both border issues and border disputes between countries is one of the most prominent issues that is worthy of the attention of researchers in modern and contemporary history. The subject of this study is about the border issues between Algeria and the Tunisian regency since the colonial domination of Algeria by France in 1830, and until the French protectorate of Tunisia in 1881. In this study, we dealt with how the French colonial authorities, after occupying Algeria, dealt with intertwined issues and issues that date back to the Ottoman presence in Algeria and Tunisia, and how to settle that. Thus, we tackled to key terms in this study, such as borders and boundaries issue, the space, raids/invasions and immigration...etc. After occupying the Algerian coastal cities, the colonial authority had to devote itself to many frontier issues, such as the issue of the final demarcation of the borders, the mutual raids between the tribes from the two countries, and migration, especially from Algeria to Tunisia. In addition to other specific references, to answer the problematic of this study, we relied on a variety of sources, such as archival documents from the three archives (Algerian National Archives, Tunisian National Archives, and the Overseas Archive of Aix en Provence in Marseille, France.
