Abstract

الملخص (بالعربية) : إن الهدف من هذه الدراسة هو التطرق لطرق تسيير وإستغلال المرفق العام الإداري ومدى تأثير التحولات الجديدة سواء الداخلية أوالخارجية على إدارته سواء بضرورة تحديث المرافق العامة من خلال الإصلاح أوتفعيل طرق تسيير جديدة والهدف طبعا هوتحسيين أداء المرفق العام والخدمة العامة في ظل تزايد الوعي المدني وتزايد دور الدولة.يكتسي موضوع المرفق العامة الإدارية أهمية بالغة ؛ فيعد محور القانون الإداري، بل حتى أن هناك من يعرف القانون الإداري بأنه قانون المرافق العامة، ولأنه من المعروف مرونة القانون الإداري، فإنه من الضرورة معرفة مدى تأثير أي تحول إقتصادي أوسياسي على تسييرها ، ومدى مطابقة تسيير المرافق العامة عامة والإدارية منها خاصة للحياة العامة والحاجات المتزايدة والمتطورة للمواطنين الكلمات المفتاحية: المرافق العامة الإدارية – الخوصصة – التفويض- الشراكة ---------------------------------------------- Résumé (en Français) :
