فعالية الجهاز الرقابي على نجاعة الإنفاق العمومي – حالة الجزائر

Abstract

الملخص (بالعربية) : نحاول من خلال هذه الدراسة توضيح الجهاز الرقابي على نجاعة الإنفاق العمومي و لتحقيق هذه النجاعة التي هي الشغل الشاغل للحكومات و المسيرين ،يجب الاسراع في عملية الإصلاحات الموازناتية الدي يطلق عليها بعصرنة الجهاز الموازناتي MSBالذي هو بدوره مستلهم من و يرتكز هدا الأخير على الأهداف التلية - التخلي عن إديولوجية المبنية على فكرة الوسائل و التوجه نحو فكرة الناتجة و النجاعة و الفعالية . - تعزيز الشفافية في المعلومات عن طريق وضوح الوثائق الرفقة بقوانين المالية - تعزيز النقاش حول كيفية اختيار الإستراتيجية فيما يخص الموازنة بمعنى دمج المجتمع المدني في القرارت الاقتصادية و الإجتماعية

Résumé (en Français) :

Nous essayons dans notre étude donner des éclaircissement concernat le rôle du contrôle sur la performance des dépences publiques .cette performance toujours été un Object primordial desv responsable politiques et des gestionnaires pour ce faire il faut départir de la culture administrative centré sur la conformité servile la non reprise et des procédure et règle rigides pour embrasser un nouveau system budgétaire appelé (LSB : modernisation du system budgétaire ) quiets inspiré de la loi organique relative aux loi finance (LOLF) mise en ouvre en 2006 par le gouvernement et parmi ces objectifs on cite ainsi : - Instaurer une culture de résultat en orientant le budget vers la performance - Accroitre la transparence des informations en améliorant la présentation des documentes y efférents - Favoriser le débat sur le choix stratégiques en matiere budgétaire

Abstract (en Anglais) :

We try, in this study, to give explanations concerning the role of control on the performance of the public dépences. This performance was always an vital objective of the political officials and managers. With this intention, it is necessary to separate administrative culture centered on servile conformity, it not taken again risks, procedures and rigid rules. To embrace a new budgetary system called (MSB: modernization of the budgetary system) which is inspired by the organic law concerning to the laws of finances (LOLF) implemented in 2006 by the French government and among these objectives we quote thus:  To found a culture of result by directing the budget towards the performance.  To increase the transparency of information by improving the presentation of the related documents there according to the finance laws.  To support the debate on the strategic choice out of budgetary matter wants to say to integrate the civil society in the economic and social decisions.
