Abstract

الملخص(بالعربية):

ملخ إن اتصال المرفق العام بجميع أنواعه بمفهوم المصلحة العامةوجوداً وعدماً، تبعاً لمضمونه المرتبط أساساً بمبادئ الاستمرارية والمساواة والقابلية للتكيف، وفي سياق التراجع الحاد لموارد ميزانية الدولة، وما تعرفه الجماعات المحلية من تدهور عائداتها الداخلية غالباً، وتفاوتها بين منطقة وأخرى، يفرض على الجماعة الإقليمية في الجزائر تبني رؤية جديدة في إدارتها لمرافقها العامة، جوهرها تحقيق تنمية محلية متوازنة ومستدامة، وفقاً لمبادئ المردودية المالية والنجاعة في تسيير المرفق العام المحلي، الذي يجعل تحقيق هذا الأخير في الفضاء المشترك بين الجماعات المحلية أولويةً، بالموازاةِ مع إشراك القطاع الخاص وفقاً لمقتضيات المنافسة دون الإخلال بمفهوم المصلحة العامة التي يسعى إليها المرفق العام، ما يفتح المجال لمتعاملين اقتصاديين يخضعون في نشاطهم لقواعد ومعايير يحددها فاعلون جدد في الفضاء المؤسساتي المحلي، يسعون إلى الموازنة بين المنفعة العامة ومنطق السوق.

: That contact of public service with the concept of public interest, depending on its content associated with the basis of equality, continuity and adaptability, in the context of the severe decline in the State budget resources and the deterioration of the internal revenues of the local groups almost varied from region to another, impose on the local group in Algeria to adopt a new vision in the management of public service, essentially for achieving local balanced and sustainable development, in accordance with the principles of the financial revenues and effectiveness in the conduct of the local public service, to give priority to make common achievement in the local public service between the local groups, in parallel with the involvement of the private sector in accordance with the requirements of the competition without prejudice to the concept of the general interest of the service public, which opens the door to economic agents who follow in their activity the rules and standards set by new actors in the local institutional space seeking to balance between the public interest and the market logic
